The PRC received federal Preserve America money, through the Pennsylvania Historic and Museum Commission, to fund this plan. The Historic Preservation Plan provides local units of government a working document to identify historic and cultural resources in the county or municipality; to consider the issues, problems and opportunities associated with those resources; to explore the possibility of county-wide and regional approaches to management of important resources; and to develop goals, policies, and strategies for their appropriate use, conservation, preservation and protection that are consistent with those established for other comprehensive plan elements.

The role of the public will be to tell planners what historic and cultural resources are important to the borough and to help guide our consultants by providing public input as they compile Philipsburg's plan.

"We felt like we have accomplished a lot in ten years within the current district boundaries the expansion gives us the opportunity to take on new challenges as well as create a more cohesive commercial core," said Walter Swoope, President of the PRC Board of Directors and Main Street Design Committee Co-Chair. "The new boundaries include properties in a neighborhood that was traditionally more residential but have now moved to commercial, the boundaries now meet the proposed Elm Street District boundaries so it makes sense."

"Rebuilding a district's economic health and maintaining that success requires broad-based community involvement, active support from both the public and private sectors," said Emily Gette-Doyle, Program Manager. Established in 1980, the National Trust Main Street Center helps communities of all sizes revitalize their traditional historic commercial districts. The Main Street Center leads the preservation-based community revitalization movement and has proven that historic preservation and community-driven economic development effects lasting change. Currently active in more than 1,150 downtowns and neighborhood business districts, Main Street programs have generated more than $41.6 billion in new investment since 1980. Participating communities have created 349,148 net new jobs, 77,799 net new businesses, and rehabilitated more than 186,820 buildings, leveraging an average of $25.76 in new investment for every dollar spent on Main Street initiatives.
